CONVENING OF THE MEETING
The Virginia Brain Injury Council meeting was called to order at 9:00 am by Carole Norton, Chair. Council members and guests introduced themselves.

Approval of Minutes:
Minutes of the April 24, 2009 were distributed and reviewed. Four minor grammatical errors were pointed out; Kristie Chamberlain, staff to the Council, noted the corrections to April’s meeting minutes. VCU was added as the second subcontractor, along with BIAV, to report on the TBI Grant update. Leigh Wion made a motion to accept the minutes as amended; Mark Salisbury seconded and the motion passed unanimously.

Approval of Meeting agenda:
Anne McDonnell approved the agenda; Leigh Wion seconded and the motion passed unanimously.

Public Comment:
No public comment was given during the Public Comment period.

Nominations and Elections Committee:
Victoria Harding, Jeff Carpenter, Teresa Ashberry, and Brian Shenal all volunteered to serve on the Nominations and Elections Committee. New officers (Secretary and Vice-Chair) will be elected in October and new members are scheduled to be elected in January 2010. Jason Young and Kelli Williams-Gary are both eligible for re-election to Secretary and Vice-Chair positions, respectively.

Appointment of Council Representative to the Dept. of Behavioral Health & Disability Services TBI work team:
Anne McDonnell nominated Jason Young to be the second Virginia Brain Injury Council representative on the Department of Behavioral Health and Disability Services (DBHDS) work team looking at how to work with individuals with brain injury who are in crisis. Mark Salisbury seconded the nomination; Mr. Young was unanimously nominated to serve on the work team.

Remarks from the Department of Rehabilitative Services (DRS) Commissioner:
Commissioner Rothrock provided the following updates, announcements and suggestions:

1. Based on current budget situation, Governor has asked state agencies to prepare budget cuts ranging from 5%, 10%, to 15% due to the downturn in the state economy. The Commissioner met last week with Anne McDonnell, Jason Young, Michelle Witt, and Karen Brown about the potential use of Federal stimulus funds to offset potential budget cuts and help enhance vocational rehabilitation outcomes for persons with brain injury. Proposal will be submitted.
2. Commissioner Rothrock discussed collaborative with other state agencies, including the Virginia Department of Juvenile Justice in targeting services for juvenile offenders in the juvenile justice system, and with the Virginia Department of Veterans Services through the Wounded Warrior Program. He discussed the role of the “Brain Injury Report Out Day” as an important impetus in facilitating better interagency collaboration on brain injury issues in Virginia.

Adjournment of the Meeting: At 9:30 Carole Norton made a motion to adjourn the meeting; Anne McDonnell seconded the motion and the motion passed unanimously.

Next Meeting: The next meeting is October 23, 2009 from 1-4 at Woodrow Wilson Rehabilitation Center in Fishersville, VA. Specific location to be determined.
